Section 23.- When two or more Courts are equally competent
to try and adjudicated a criminal case, if the criminal prosecution has
been instituted in a Court where according to the charge that offence
has not been committed within its territorial jurisdiction, tl1e
prosecutor or the accused may apply for the transfer of the case to
the Court within whose territorial jurisdiction the offence has been

If the prosecutor prefers a charge before the Court within

Section 24.- When several offences are connected for any
reason such as:
(1) If it appears that several offences have been committed by
the same offender, or that several offenders are connected in the
commission of one or more offences, whether as principals,
accessories or receivers of stolen property;
