10.9. The expenditure and performance reports specified in Sections 10.1, 10.2, 10.3, and 10.4 of this law shall be
submitted by October 15 of the regular election year, and within 90 days of the end of voting in the case of
extraordinary by-elections, and submitted to the State Audit Office. delivered to the organization.
10.10. In connection with the purchase of election automation equipment sets, voter registration equipment and
software within the budget approved by the General Election Committee and the provincial, sum, capital, and district
election committees, goods, works, conclude a contract for the purchase of services, and the activity is not subject to

CHAPTER TWO
ORGANIZATION OF ELECTION TERRITORIES
Article 11. Electoral territories and constituencies
11.1. The election territory is the territory of Mongolia.
11.2. In accordance with Article 4.3.1 of this law, the electoral territory for electing members of the State Great Khural
is divided into constituencies.

11.3. In order to receive and count votes, the ward is divided into sections.
11.4. In the election to elect a member of the State Great Khural according to the list specified in Section 4.3.2 of this
law, there is one electoral district in the territory of Mongolia.

Article 12. Establishment of electoral districts
12.1. The State Great Khural shall establish electoral constituencies (hereinafter referred to as "constituencies") before
February 1 of the regular election year.
12.2. In case of holding special elections in accordance with Article 4.6 of this law, the State Great Khural shall
establish election constituencies in accordance with this law at least 60 days before the date of voting for special
elections.

12.3. When establishing electoral constituencies, the number, number, territory and center of mandates per constituency
shall be established taking into account the population of provinces and districts, the division of administrative and
territorial units, the size and location of land.

12.4. The administrative units belonging to the ward are unified in terms of territory and contiguous in terms of
borders.

12.5. If the population of a province or capital district is less than the average of the country where the district will be
formed, it can be combined into one district with the neighboring province or capital district.

12.6. It is prohibited to change the electoral district until the next regular election, except for special elections.

Article 13. Establishment of electoral divisions
13.1. In order to receive and count voters' votes, the Assembly of Representatives of Soum and District citizens shall
establish an electoral division /hereinafter referred to as "division"/ before March 1 of the regular election year, and
announce the territory of the division.

13.2. When establishing a division, taking into account the proposal of the state administrative organization in charge of
state registration, the number of registered voters in the electronic database of civil state registration is based on the
number of registered voters in the address of the place of permanent residence in that administrative or territorial unit.
13.3. The district shall have no more than 2,000 voters in the district, no more than 3,000 in the provincial center and
district, and the number of voters in one district shall not be less than 200.
13.4. Depending on the number of voters, teams and committees may be divided into election divisions, and it is
prohibited to combine committees with other committees to form divisions.
13.5. Due to special circumstances, the voters of the precinct established in accordance with Article 13.1 of this law
may be separated from the precinct, merge the precinct, or create a new one with the approval of the General Election
Committee at least 35 days before the polling day.
