The Administrative Provisions on Deep Synthesis in Internet-based Information Services, adopted at the 21st
executive meeting of the Cyberspace Administration of China on November 3, 2022 and approved by the
Ministry of Industry and Information Technology and the Ministry of Public Security, are hereby issued,
effective January 10, 2023.

Administrative Provisions on Deep Synthesis in Internet-based Information Services
Chapter I General Provisions
Article 1 The Administrative Provisions on Deep Synthesis in Internet-based Information Services (hereinafter
referred to as the "Provisions") are enacted in accordance with the Cybersecurity Law of the People's
Republic of China, the Data Security Law of the People's Republic of China, the Personal Information
Protection Law of the People's Republic of China, the Administrative Measures for Internet-based
Information Services and other laws and administrative regulations, in order to enhance the regulation of
deep synthesis in Internet-based information services, promote core socialist values, safeguard national
security and public interests, and protect the lawful rights and interests of citizens, legal persons and other
organizations.
Article 2 The Provisions shall apply to the provision of Internet-based information services using deep
