75.4. If the decision on the registration of a candidate is considered invalid after the printing of the ballot paper, the ballot paper shall be reprinted, and if it is not possible to reprint the ballot paper, the vote given to the excluded candidate shall not be included in the voting results. Article 76. Holding special elections 76.1. Extraordinary elections shall be held on the grounds specified in Article 4.6 of this law. 76.2. Extraordinary elections shall be held in accordance with the provisions of this law. Article 77. Holding by-elections and filling vacant seats /In the title of this article, after the word "send", the word "filling vacant seats" was added by the law dated June 16, 2023, and will be enforced from January 1, 2024./ 77.1. If there is a vacancy for a member of the State Great Khural nominated by the list specified in clause 4.3.2 of this law, the General Election Committee shall issue a decision on the election of the next candidate on the list of the party or coalition as a member of the State Great Khural within 14 days after the vacancy has occurred, and It will be submitted to the meeting. /This section was amended by the law of June 16, 2023 and will be enforced from January 1, 2024./ 77.2. If a member of the State Great Khural elected as a candidate in the electoral district specified in Section 4.3.1 of this Law is vacant, and if there is no next candidate to be considered elected in accordance with Section 77.1 of this Law, by-elections shall be held. /This section was added by the law dated June 16, 2023 and will be enforced from January 1, 2024./ 77.3. The vacated seat will not be filled if less than one year remains until the end of the term of office of the vacated member of the State Parliament. /Number "77.2" of this section was changed to "77.3" by the law dated June 16, 2023 and will be enforced from January 1, 2024./ / In this section, the word "six months" was changed to "one year" by the law dated June 16, 2023, and it will be enforced from January 1, 2024./ 77.4. The term of office of a re-elected member of the State Great Khural is the same as the remaining term of office of a member who has left. /Number "77.3" of this section was changed to "77.4" by the law dated June 16, 2023 and will be enforced from January 1, 2024./ 77.5. When organizing by-elections, no changes will be made to the constituency and it will be organized in accordance with this law. /Number "77.4" of this section was changed to "77.5" by the law dated June 16, 2023 and will be enforced from January 1, 2024./ Article 78. Conducting additional voting 78.1. When the candidates are listed by the number of votes they received and divided by the number of mandates, if the number of votes received by the candidates cannot be allocated to mandates due to a tie, additional voting will be held in that constituency. 78.2. If fifty percent or more of the total number of voters listed in the voter list belonging to the electoral district did not participate in the voting, additional voting shall be held in each part where fifty percent did not participate. 78.3. Candidates whose votes are tied will be included in additional voting, and voters who did not participate in the first voting and are registered in the voter's list will participate in additional voting. 78.4. The attendance and number of votes of the voters who participated in the additional voting shall be added to the attendance and number of votes of the voters who participated in the first voting. 78.5. Among the candidates participating in the additional voting, the candidate who received the most votes and equal to the number of remaining mandates will be considered elected as a member of the State Great Khural. 78.6. The General Election Committee will make the decision to conduct additional voting, and it will be organized within a week after the decision. Article 79. Voting to be considered invalid and re-voting 79.1. Voting is considered invalid in the following cases: 79.1.1. without valid reason, such as a natural disaster or other sudden danger, voting was taken at a place other than the one previously announced, as well as voting on a day other than the one announced for voting, unless it was taken with a portable sealed ballot box, if the election was seriously affected; 79.1.2. If the lost or wasted mobile sealed ballot box with the ballot paper, violation of the voting procedure seriously affects the election results. 79.2. In the case specified in Article 79.1 of this law, the General Election Committee shall consider the voting process invalid and re-vote to the extent deemed invalid. 79.3. The General Election Committee will make a decision on re-voting, and it will be organized within a week after the decision. 79.4. The following voters shall participate in the re-voting: 79.4.1. if it is considered invalid by the size of the section, the total number of voters of the section considered invalid; 79.4.2. if the vote obtained by the portable sealed ballot box is considered invalid, the voter who voted in that ballot box. Note: "Seriously affecting the election results" is understood as violations occurring during the voting process that are likely to affect the election results or are equal to or greater than the difference in votes between the candidate who is considered elected and the next candidate. 79.5. It is prohibited to conduct election campaigns during the additional and re-voting periods.
