The Appellant subsequently noticed that when a Google search was " conducted using his name as keywords, the results ( the Search Results") " showed links to the said news, articles and online forums ( the Links"). A2. The Appellant & Goo ale LLC 5 On 19 October 2017, the Appellant requested Google LLC to delist . the Links from the Search Results, on the grounds that the contents of the Links were defamatory, false and not supported by sufficient evidence. 6. After further correspondence, on 1 November 2017, Google LLC informed the Appellant that they had decided not to take action about the Links, and that they encouraged him to resolve any disputes directly with the website owners and individuals who posted the contents. A3. The Complaint & Investigation 7 On 24 May 2018, the Appellant lodged a complaint against Google . LLC with the Respondent ("the Complaint"). 8 . Pursuant to the Complaint, the Respondent commenced investigation by obtaining information from the Appellant, Google (Hong Kong) Limited ("Google HK") and Google LLC. A4. The Decision & the Present Appeal 9 . On 19 June 2019, the Respondent informed the Appellant of the Respondent's decision ("the Decision") to terminate the investigation 4
