gA ፲፫ሺ፻፲፬ Ød‰L ነU¶T Uz¤È qÜ_R ፳፪ መጋቢት ፳፯ ቀን ፪ሺ፲፫ ›.M Federal Negarit Gazette No. 22, 5th April, 2021 …page 13114 ጥራቱን የጠበቀና ተዯራሽ የሆነ የመገናኛ ብዙሃን WHEREAS, ensuring the expansion of media አሰራር እንዱስፊፊ ማዴረግ ሇፇጣንና ቀጣይነት ሊሇው services that are accessible and of high quality enables ሁሇንተናዊ የበሇፀገ to create an informed society, which is key to ህብረተሰብ ሇመፌጠር የሚያስችሌና ሇሀገሪቱ ፖሇቲካዊ፣ accelerate sustainable and holistic political, social and ማኅበራዊ economic development; ዕዴገት እና ቁሌፌ የሆነውን ኢኮኖሚያዊ በመረጃ ዕዴገት ከፌተኛ ሚና የሚጫወት መሆኑን በማመን፤ መገናኛ ብዙሃን የሕዝብን ሠሊምና ዯህንነት፣ WHEREAS, by understanding the need to have a እንዱሁም ተነፃፃሪ መብቶችና ጥቅሞችን ባከበረ መሌኩ legal framework and system that ensure the media በኃሊፉነት መንቀሳቀሳቸውን ማረጋገጥና በሕግ መሠረት operate responsibly by respecting the public peace, እንዱሠሩ የሚያስችሌ የሕግ ማዕቀፌና ሥርዓት መዘርጋት security and competing rights and interests; በማስፇሇጉ፤ በኢትዮጵያ ፋዯራሊዊ ዱሞክራሲያዊ ሪፏብሉክ ሕገ መንግሥት አንቀጽ ፶፭(፩) መሠረት የሚከተሇው NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as ታውጇሌ፡፡ follows: ክፌሌ አንዴ PART ONE ጠቅሊሊ ዴንጋጌዎች GENERAL PROVISIONS ፩. አጭር ርዕስ ይህ አዋጅ 1. "የመገናኛ ብዙሃን አዋጅ Short Title ቁጥር This Proclamation may be cited as the “Media ፩ሺ፪፻፴፰/፪ሺ፲፫" ተብል ሉጠቀስ ይችሊሌ፡፡ Proclamation No. 1238/2021.” [[[[ ፪. ትርጓሜ 2. Definition የቃለ አገባብ ላሊ ትርጉም የሚያሰጠው ካሌሆነ In this Proclamation unless the context requires በስተቀር በዚህ አዋጅ ውስጥ፡- otherwise: ‹ ፩/ "የመገናኛ ብዙሃን" ማሇት በየጊዜው የሚወጣ ህትመትን የበይነመረብ የብሮዴካስት የመገናኛ እና media, blogs, and photos, images and በመጠቀም cartoons that are not part of a periodical, አገሌግልትን ብዙሃንን የዜና ወይም የፕሮግራም ወይም የዜና እና የፕሮግራም አገሌግልት የተቋቋሙ አካሊት ሇሕዝብ ሲሆኑ ሇማቅረብ መጻሕፌትን፣ ማኅበራዊ መገኛኛ ብዙሃንን፣ ጦማሮችን እና በየጊዜው የሚወጣ ህትመት አካሌ ያሌሆኑ ፍቶ፣ ስዕሌና ካርቱንን ሳይጨምር የዜና አገሌግልት ዴርጅቶችን ያካትታሌ፤ 1/ “Media” means, excluding books, social news agencies and all organs established to provide news or programs or news and programs to the public via periodicals, broadcasting service, and online media;
