14.12. The chairman, secretary, or member of the election committee shall express their position about the party,
alliance, or candidate participating in the election, conduct advertising, and for this purpose, obstruct the voter's
exercise of their right to vote, vote counting, and transmission of results, and vote on behalf of others. It is prohibited to
commit, organize, or otherwise support any illegal actions, such as forging signatures.

14.15. Government employees, candidates, electoral organizations of parties and coalitions participating in the

14.16. State and local self-governing organizations, enterprises, and other organizations are responsible for

14.17. If two or more provinces and districts are included in one electoral district, the election committee of the

14.18. Offices of election commissions and polling stations shall be provided free of charge by state and local legal

Article 15. Powers of the General Election Committee
15.1. The General Election Committee shall exercise the powers specified in this Law and the Law on the Central
Election Organization when organizing the election.
Article 16. Rights of provincial and capital election committees
16.1. At least 70 days before the day of polling, the general election committee shall establish the election committee of
the province or capital city with a chairman, secretary and five or seven members, taking into account the proposals
submitted by the representative assembly of the citizens of that province or capital city, and inform the public.

16.2. Province and capital election commissions shall exercise the following powers within the territory under their
jurisdiction:
16.2.1. to plan and take measures to organize elections;
16.2.2. organize work to ensure implementation of election laws;

methodological management;
16.2.4. coordinate the activities of state and local self-governing organizations at the appropriate level in the territory,
listen to the information of their leading officials and take necessary measures on issues related to the organization of
elections;
