ON AMENDMENTS TO THE LAW ON THE STATE GREAT KHURAL (PARLIAMENT) OF
MONGOLIA
Article 1. The Law on the State Great Khural (Parliament) of Mongolia is amended by adding the following
Article 391:
"
391.1. Pursuant to Section 1 of Article 3 of the Constitution, the people of Mongolia directly participate in state affairs,
and this right can be exercised through their elected representatives of the state. This right can also be exercised
through the online petition page, the official software of the State Great Khural (Parliament) for mobile phones and
mobile devices (hereinafter referred to as 'the webpage').
391.2. In order to ensure citizens' participation when making decisions based on Section 12 of Article Sixteen of the
Constitution, the State Great Khural (Parliament) shall post the votes specified in Article 391.1 of this Law on the
online petition website for a period of 30 days. These votes will be discussed if the number of citizens supporting a
proposal reaches the following thresholds:
391.2.1.if 33,000 or more citizens support the proposal to establish a working group on a specific issue;
391.2.2.if 70,000 or more citizens support the proposal to conduct an inspection within the scope of the Standing
Committee, in accordance with Article 9.3 of the Law on Inspection of the State Great Khural (Parliament) of
Mongolia;
391.2.3. if 100,000 or more citizens support the proposal on the draft law.
391.3. The question specified in Article 391.1 of this Law shall be resolved in accordance with the procedure specified
in Articles 109.11, 109.12, 109.13, and 109.14 of the Law on the Rules of Session of the State Great Khural
(Parliament) of Mongolia.
391.4. Proposals specified in Section 391.2 of this law shall be discussed in accordance with the procedures specified in
Sections 94.2, 94.3, 94.4, 94.5, and 94.6 of the Law on the Rules of Session of the State Great Khural (Parliament) of
Mongolia and detailed petition procedures will be approved by the Standing Committee on Innovation and Digital
Policy.
391 .5. Proposals specified in Section 391.2 of this law shall be issued within the framework specified in Clauses 1 and 8
of Section 1 of Article Twenty-five of the Constitution."
Article 2. This law shall be enforced from July 5, 2022.
