A n y person who, being over the age of sixteen, is a member of an unlawful association, and any person who occupies or acts i n any office or position i n or of an unlawful association, or who acts as a representative of an unlawful association, or who acts as a teacher i n any institution or school conducted by or under the authority or apparent authority of an unlawful association, is guilty of a misdemeanour and is liable to imprisonment for one year. Advocating and encouraging unlawful associations. 71. A n y person who by speech or writing or i n any other way advocates or encourages the doing of any of the acts declared to be unlawful i n section 69 of this Code is guilty of a misdemeanour. Giving or soliciting contributions for an unlawful association. 72. A n y person who gives or pays contributions, subscriptions or donations and any person who solicits contributions or subscriptions or donations for, or on account of, any unlawful association is guilty of a misdemeanour and is liable to imprisonment for six months. Publishing propaganda of an unlawful association. 73. A n y person who prints, publishes, sells or exposes for sale or transmits through the post any book, periodical, pamphlet, handbill, poster or newspaper for or i n the interests of or issued by any unlawful association is guilty of a misdemeanour, and is liable to imprisonment for six months or to a fine of fifty pounds or to both such penalties. Industrial disturbances. 74.—(1) I f at any time the H i g h Commissioner is of opinion that there exists i n Palestine a serious industrial disturbance prejudicing or threatening trade or commerce w i t h other countries or i n Palestine, he may by proclamation declare Palestine to be i n a state of emergency, and for the purposes of this section such a proclamation shall remain in force until it is revoked. Proclamation of emergency. Persons taking part in lock-outs and strikes during operation of a proclamation. ( 2 ) A n y person who during the operation of a proclamation referred to i n the last preceding sub-section takes part i n or continues, or incites to, urges, aids or encourages the taking part i n , or continuance of, a lock-out or strike i n relation to employment i n or i n connection w i t h the transport of goods or the conveyance of passengers i n trade or commerce with other countries or in Palestine ; or i n relation to employment i n , or i n connection w i t h , the provision of any public service i n Palestine or of any Government Department or municipal authority i n Palestine, is guilty of a misdemeanour and is liable to imprisonment for one year. Offences against the maintenance of the public service, transport, etc. 75. A n y person who by violence to the person or property of another person, or by spoken or written threat or intimidation of any kind to whomsoever directed, or, without reasonable cause or excuse, by boycott or threat of boycott of person or property :— (a) obstructs or hinders the maintenance of any public service or Government Department or municipal authority in Palestine ; ( b ) compels or induces any person employed i n or i n connection with the maintenance of any public service or Government Department or municipal authority i n Palestine to resign or depart from his employment ; ( a ) prevents any person from offering or accepting employment i n or i n connection with the maintenance of any public service or Government Department or municipal authority in Palestine;
