4. must be prepared or disclosed by virtue of a law. Publication of Up-to-Date Public Information Article 15. (1) For the purpose of ensuring transparency of the operation of the administration and of best facilitating access to public information, each head of an administrative structure within the system of the executive branch of government shall periodically publish up-to-date information containing: 1. a description of the powers of the said head and particulars of the organization, functions and responsibilities of the administration headed thereby; 2. a list of the acts issued in the exercise of the powers of the said head; 3. a description of the data files and resources used by the relevant administration; 4. designation, address, telephone number and opening hours of the unit in the relevant administration which is in charge of accepting applications for granting access to information. (2) (Amended, SG No. 24/2006) Each head referred to in Paragraph (1) shall prepare an annual report on the applications for access to public information as received, includingparticulars of the refusals of any such applications and on the reasons forthe said refusals.
