'>k Q uu 4/ Pending issuance of the directive required by Sub-Article (3) of this Article by the Authority, the Telecommunications Operator, upon appropriate prior notice to the lesse or possessor of the land or owner of the building, can enter to the land or building to maintain, imrove, examine, alter or remove telecommunications line which are installed before enactment of this Proclamation. Notwithstanding Sub-Article (1) of this Article, any Telecommunications Operator can maintain, improve, examine, alter or remove a previously installed telecommunications line according to the directive to be issued by the Authority.
