The court found that as much as the Press and Publications Act stipulates that electronic publications fall under the Act, and are therefore subject to licensing requirements, the regulations which provide for licensing fees do not specify the amount electronic publications should be subject to. Accordingly, the government may not impose a licensing fee on electronic publications in the absence of a law that mandates this.
